Dallas Turf

Artificial turf in Dallas and the code limit most buyers miss

Short answer

Dallas Development Code Section 51A-10.103(a) provides that artificial plant materials, including synthetic turf, may not be used to satisfy the requirements of the landscaping article. That is a limit on required landscaping rather than a blanket ban, and the distinction matters. Dallas turf projects are quoted after a site measure.

Overview

Dallas is the largest turf market in this metro by search volume and the one with a named code provision. Before planning anything that touches a required landscape area, read what the provision actually says, because it is narrower and more specific than either a ban or a free pass.

The provision, and the two questions it leaves open

The City of Dallas Landscape and Tree Manual reproduces Development Code Article X, Section 51A-10.103(a), Acceptable Plant Materials: artificial plant materials, including synthetic turf, may not be used to satisfy the requirements of this article. So where a site carries a required-landscape obligation, synthetic turf cannot be counted toward it. The source document is silent on two things we will not guess at. It does not say whether synthetic turf counts toward pervious or impervious cover calculations, and it does not say whether turf is barred outright from a private residential yard that carries no required-landscape obligation at all. Confirm both with Dallas Sustainable Development for your specific property.

  • Sec. 51A-10.103(a) excludes synthetic turf from required landscaping
  • Pervious versus impervious treatment: not stated in the source
  • Private yards with no required-landscape obligation: not addressed

The watering schedule that drives the conversation

Dallas Water Utilities publishes a maximum twice-weekly watering schedule. No watering is allowed on Mondays, Tuesdays or Fridays from April 1 to October 31. Addresses ending in 0, 2, 4, 6, 8, or with no address number, water Sundays and Thursdays. Addresses ending in 1, 3, 5, 7, 9 water Saturdays and Wednesdays. The twice-weekly cap has been in the ordinance since April 2012 per the City's own Water Conservation Plan, under City Code Chapter 49.

  • No watering Mondays, Tuesdays or Fridays, April 1 to October 31
  • Even or no number: Sundays and Thursdays
  • Odd number: Saturdays and Wednesdays

Three drought stages, with the City's published triggers

Dallas adopted its Drought Contingency Plan by Council Resolution No. 190680 on April 24, 2019. Stage 1 begins below 65 percent of the utility's share of conservation storage and caps watering at two days per week. Stage 2 begins below 50 percent and drops it to one day per week, on the residential trash pick-up day, with a 25 percent surcharge on high-volume users. Stage 3 begins below 35 percent and prohibits watering of turf, shrubs, perennials, annuals and ground covers outright, with trees allowed by drip or hand-held hose one day a week and a 50 percent surcharge. A homeowner reading Stage 3 is reading a scenario in which a natural lawn cannot legally be kept alive.

  • Stage 1: below 65 percent, two days per week
  • Stage 2: below 50 percent, one day per week, 25 percent surcharge
  • Stage 3: below 35 percent, turf watering prohibited, 50 percent surcharge

What we will not tell you about Dallas

We are not publishing a Dallas water rate figure on this page. The City's rate documents agree on the tier structure but carry conflicting effective dates, one marked October 1 2025 and another showing an October 1 2026 line item, and we could not confirm whether a newer rate took effect. Rather than print a number that might be a year stale, we will tell you the tier structure exists and is steeply graduated, and leave the figure to the City. Everything else on this page was read on November 8, 2026.

Frequently asked questions

Still stuck? Call (817) 809-9236 and talk to someone who does this every day.

Is artificial turf illegal in Dallas?

No. Development Code Section 51A-10.103(a) says it may not be used to satisfy the requirements of the landscaping article. That is a limit on what counts toward required landscaping, not a prohibition on having turf. Whether it applies to your property depends on whether you carry a required-landscape obligation.

Can I replace my Dallas front lawn with turf?

If that area is required landscaping under Article X, turf cannot satisfy the requirement. The source document does not address a private yard with no such obligation, so confirm your situation with Dallas Sustainable Development before spending anything.

Which days can I water in Dallas?

Twice weekly maximum, with no watering on Mondays, Tuesdays or Fridays from April 1 to October 31. Even-numbered and unnumbered addresses water Sundays and Thursdays; odd-numbered addresses water Saturdays and Wednesdays.

What happens to lawn watering in a Dallas drought stage?

Stage 1 caps it at two days per week, Stage 2 at one day on your trash day with a 25 percent surcharge on heavy users, and Stage 3 prohibits watering turf and ground covers entirely with a 50 percent surcharge. Triggers are 65, 50 and 35 percent of storage.

What does turf cost in Dallas?

We quote after a site measure. Base depth, drainage route and irrigation changes move an installed total more than the turf product does, and no honest per-square-foot figure survives a site visit.
