Richardson Turf
Artificial turf in Richardson, and what the city does regulate
Short answer
Richardson's landscape ordinance applies to non-residential property and contains no artificial turf provision in the version we read. What it does mandate is that all landscape material be irrigated by a mechanical underground system with operating rain and freeze sensors. Turf work is quoted after a site measure.
Artificial turf in Richardson
Overview
Richardson's relevance to a turf decision is less about turf rules and more about water. It publishes a day assignment, a sensor mandate and a tiered rate schedule, and those are the numbers that tell you what irrigating a lawn here actually costs you.
The landscape ordinance, and what it does not say
Richardson's Development Services document titled Landscape Ordinance Requirements and Policies for Non-Residential Properties, revision dated February 14, 2024, is scoped to non-residential property and contains no artificial or synthetic turf provision. It does require that all landscape material be irrigated by a mechanical underground system with operating rain and freeze sensors. We did not check Richardson's Comprehensive Zoning Ordinance or its Subdivision and Development Ordinance, so any turf provision there is unknown rather than absent.
- No turf provision in the Rev. 2024-02-14 non-residential landscape document
- Mechanical underground irrigation with working rain and freeze sensors required
- Zoning and subdivision ordinances not checked, so treat the absence as scoped
Watering day assignment
Richardson publishes a day assignment by address: even addresses on Tuesday and Saturday, odd addresses on Wednesday and Sunday. Smart and evapotranspiration-based controllers require a variance. We are publishing the day assignment and the freezing and precipitation prohibitions only. We are deliberately not publishing a winter days-per-week figure, because the City's page describes a twice-per-week winter schedule that does not reconcile with the water district's standing one-day-per-week winter limit, and that page carries no date. Confirm with the City before relying on either number.
- Even addresses: Tuesday and Saturday
- Odd addresses: Wednesday and Sunday
- Smart and ET controllers need a variance
What irrigation costs here, with real figures
Richardson's rate schedule, marked as of November 1, 2025, carries an $8.00 minimum and five volume tiers at $7.77, $8.41, $8.77, $10.20 and $10.66. The top tier is about 37 percent above the first. That spread, not a turf brochure, is the honest basis for thinking about what a heavily irrigated lawn costs in this city. We are not converting it into a savings promise for your property, because that depends on your lawn area, your controller and your habits.
The honest summary
Richardson has no located turf restriction and a documented interest in metered, sensor-controlled irrigation. That combination makes turf a reasonable thing to evaluate here. It does not make it automatically approved, and your HOA covenants are a separate question from city code.

Does Richardson restrict artificial turf?
No provision was located in its non-residential landscape ordinance document, revision dated February 14, 2024. Its zoning and subdivision ordinances were not checked, so that absence is scoped to one document rather than to the whole code.
Which days can I water in Richardson?
The City publishes even addresses on Tuesday and Saturday and odd addresses on Wednesday and Sunday. We are not publishing a winter days-per-week count because the City's undated page conflicts with the water district's standing winter limit. Confirm with the City.
Do I need rain and freeze sensors?
Richardson's non-residential landscape requirements state that all landscape material must be irrigated by a mechanical underground system with operating rain and freeze sensors. If a turf job modifies your irrigation, that mandate is part of the scope conversation.
Will turf lower my water bill?
Removing irrigated lawn removes the water it consumed, and Richardson's top rate tier is about 37 percent above its first. We will not put a dollar figure on your property, because it depends on your lawn area and how you were watering.
