Frisco Turf

Artificial turf in Frisco is allowed in back and side yards only

Short answer

Frisco regulates artificial turf directly. Its zoning code allows it on single-family property in backyards and side yards that sit behind both the front wall of the house and a fence, and prohibits it in HOA common areas. An Artificial Turf Plan goes in with the landscape plan. Work is quoted after a site measure.

Overview

Frisco is the most specific city in the metro on this subject. Rather than leaving artificial turf to interpretation, it publishes an Artificial Turf Regulations chart inside its landscape requirements, with different rules by land use and stated infill minimums. If you are planning turf in Frisco, the code answers most of the questions before a contractor does.

What the code actually says

Frisco Zoning Ordinance No. 11-04-09, as amended, Subsection 4.02.03(A)(1)(c) states that artificial plants are prohibited except that artificial turf is allowed as described in the Artificial Turf Regulations chart. For single-family districts the chart allows artificial turf in backyards and side yards that are behind the front wall of the main building and a fence, only. The same row prohibits artificial turf in HOA common areas. The subsection was amended by Ordinance No. 2025-01-03, case ZA24-0002, adopted January 7, 2025.

  • Single-family: back and side yards behind the front wall and a fence only
  • HOA common areas: prohibited
  • Nonresidential and multifamily: allowed only as the lawn area of an open space area

Infill minimums and the approval process

The chart sets infill by use. Nonresidential and multifamily require a minimum of 0.5 pounds of rubber or a sand and rubber mix. Playgrounds at schools, HOA lots and city parks may use no infill or 0.75 pounds of rubber. Urban Living districts follow dog park turf standards, which require an automated sanitation system connected to irrigation lines and specify no infill. An Artificial Turf Plan is submitted as part of the Landscape Plan, the City's Landscape Architect must be notified at least 48 hours before installation, and the installation is inspected before a Certificate of Occupancy is issued.

  • Artificial Turf Plan submitted with the Landscape Plan
  • 48 hours notice to the City Landscape Architect before installation
  • Plan must state impervious surface percentages and drainage and runoff calculations
  • Prepared base for drainage plus an anchor system required

Watering, and why turf gets raised in Frisco

Frisco prohibits all turfgrass watering by rotor or spray nozzle from November 1 to March 31, and assigns summer days by trash collection day rather than by address digit. Plano, Frisco, McKinney, Richardson and Allen are North Texas Municipal Water District cities, and the district's standing limits are no more than two days per week from April 1 to October 31 and no more than one day per week from November 1 to March 31. A homeowner looking at a lawn they cannot irrigate for five months of the year is the usual reason this conversation starts.

What is not settled

Frisco's subsection does not classify artificial turf as pervious or impervious. It requires the Artificial Turf Plan to disclose impervious percentages instead. If that distinction matters to your project, confirm it with the City rather than assuming either answer. Rules were read on November 8, 2026 and should be re-checked before you rely on them.

Frequently asked questions

Still stuck? Call (817) 809-9236 and talk to someone who does this every day.

Can I put artificial turf in my front yard in Frisco?

No. The Artificial Turf Regulations chart in Subsection 4.02.03 allows single-family artificial turf in backyards and side yards that are behind both the front wall of the main building and a fence. A front yard installation does not meet that condition.

Does Frisco allow turf in HOA common areas?

The chart's single-family row prohibits artificial turf in HOA common areas. Playgrounds on HOA lots are treated separately and are allowed, with infill either omitted or at 0.75 pounds of rubber.

Do I need city approval before installing?

An Artificial Turf Plan is submitted as part of the Landscape Plan, and the City's Landscape Architect must be notified at least 48 hours before installation. The installation is inspected before a Certificate of Occupancy is issued.

What does turf cost in Frisco?

We quote after a site measure. Base depth, drainage route and irrigation changes move an installed total more than the turf product does, and Frisco's plan and inspection requirements are part of the scope.
